MINUTES of a meeting of the East Sussex Discretionary Transport Appeal Panel
held on 7 June 2023

1 Election of chair
1.1 Councillor Redstone nominated Councillor Field for Chair. This was seconded by Councillor Denis. Councillor Field was duly elected and took charge of the meeting.
2 Welcome and apologies for absence:
2.1 The chair welcomed Councillor Denis and Jessica Stubbings to the meeting. This was Councillor Denis’ first meeting. In preparation, he had undergone training prior to the meeting. Jessica was observing the democratic process for personal development purposes.
2.2 There were no apologies.
3 Public minutes:
3.1 RESOLVED to approve as a correct record the public minutes of the previous meeting held on 3 May 2023.
4 Disclosures of interests:
4.1 None.
5 Urgent items:
5.1 The Chair allowed to consider a late request under item 10 as the local authority had notified the Local Government & Social Care Ombudsman it would reconsider the case in question within one month of their final decision dated 10 May 2023.
6 Any other non-exempt items:
6.1 None.
7 Exclusion of the press and public:
7.1 It was RESOLVED - to exclude the public and press from the meeting for agenda items 8, 9 and 10 on the grounds that if the public and press were present there would be disclosure to them of exempt information as specified in paragraph 1 of Part 1 of the Local Government Act 1972 (as amended), namely information relating to an individual.
8 Exempt minutes:
8.1 RESOLVED to approve as a correct record the exempt minutes of the previous meeting held on 3 May 2023.
9 Consideration of transport provision in individual cases:
9.1 In case 11/23, the appellant withdrew their request prior to the Panel considering their case.
